There is now a Grace Period applied to all public parking areas. This is different to a Consideration period which is the time you may take to decide whether to park or not, and once you have left the vehicle, the consideration period is assumed to have ended.
The grace period is only relevant where the permission to park whether free, subject to a tariff, or linked to the purchase of a ticket to an event is time-limited.
Where there is NO PARKING or NO STOPPING permitted, there is no Grace period.
Where parking is permitted but you must buy a ticket for the duration of the parking session, a 10-minute grace period applies, during which you must buy a ticket, or move away after deciding not to park. You must also leave the parking area within 10 Minutes of paying for your parking session, if you leave over 10 minutes after ending your parking session by paying at a machine, you will likely receive a PCN for overstaying/underpaying.
